Richard T. Balog, CPA, CFF, CIA, CGFM, DACFE

Richard T. Balog, CPA, CFF, CGFM, DACFE is President and Chief Executive Officer of The ARC Consulting Group, Inc., a Jacksonville Florida-based professional services firm providing tax, accounting, Business, Professional Development focused Business Consulting services to the North Florida business community.

Mr. Balog manages the conduct of ARC's consulting engagements, specializing in Accounting. He is also internationally recognized in the development and presentation of a wide range of professional development programs. Mr. Balog has been a CPA since 1972. His current practice specializes in Small and Mid-sized Businesses (SMB's) in the North Florida, South Georgia region. His services range from tax and accounting to total financial management and financial forecasting of SMB's. He will provide as much or as little support you require. Educational Design Experience
Mr. Balog has over 30 years of educational design and professional development experience. In 1976, as a Volunteer Seminar Leader for The Institute of Internal Auditors, he pioneered many of the Advanced Educational Design Concepts many organizations are just now introducing. In 1982, as head of KPMG's Executive Education's Programs for Internal Auditors curriculum, he introduced Competency-Based Training; insuring the participant's ability to perform the skills presented in the programs when they returned to their jobs. Mr. Balog has developed programs for more than 6 professional associations, covering more then 7 various disciplines in more than 7 discrete industries.

 

Background and Qualifications
Prior to forming ARC, Mr. Balog successfully established KPMG Peat Marwick's Executive Education Department. Mr. Balog was responsible for the overall administration, marketing, design, development and presentation of the Firm’s client training programs. Additionally, Mr. Balog served as Manager of Program Development for The Institute of Internal Auditors, where he developed the course development framework and many of the training programs for the IIA's professional development programs. Mr. Balog was named Outstanding Staff Faculty Member for the IIA. He also served on the professional staff of the Committee of Sponsoring Organizations (COSO) where he helped develop the COSO Structured Framework. In addition, he was awarded the Distinguished Leadership Award for his extraordinary contribution to the audit profession. He served as Manager of Internal Audit for Blue Cross and Blue Shield of Maryland, and began his career with an international professional services firm.

A graduate of Loyola University, he holds degrees in accounting and management. In addition, he holds an M. S. in Behavioral Sciences from the University of Florida. Mr. Balog is a member of the University of North Florida Faculty, serving in their Continuing Education Division and is on the faculty of Florida Community College in Jacksonville. He has served on the faculties of The University of Central Florida - Graduate Division, Orlando College, and the adjunct faculty of The George Mason University - School of International Studies in Arlington, VA. Mr. Balog is an Eagle Scout.

Mr. Balog is a contributing author and past contributing editor for Internal Auditing Journal and Cost Management Digest. He has been published in The Journal of Accountancy, The Internal Auditor, and The Management Journal. He has written more than 70 professional development programs for various companies, professional associations and educational foundations including The American Institute of Certified Public Accountants, The American Management Association, The Institute of Internal Auditors, The Institute of Management Accountants, George Mason University School of International Studies, and Orlando College. He is a Charter Member of The Institute for Financial Crime Prevention, and the Jacksonville Chamber of Commerce. Mr. Balog is a Certified Internal Auditor (CIA), a Certified Government Financial Manager (CGFM), A Distinguished Member of the American Collage of Forensic Examiners (DACFE), and is licensed as a Certified Public Accountant (CPA) in Maryland and Florida, and is Certified in Financial Forensics (CFF) by the AICPA.

Mr. Balog is an Eagle Scout and is active in the Boy Scouts of America as an Assistant Scoutmaster.

Kathleen G. Robbins, CPA, CMA
Ms. Robbins is Vice-President and Chief Financial Officer of The ARC Consulting Group, Inc., a multifaceted, international professional services firm, providing educational and consultative services to the business community. In this position, Ms. Robbins developed the cost management systems for this multi-national manufacturing organization. Ms. Robbins also served as Corporate Controller and Cost Accounting Manager for several manufacturing companies in the Greater Chicago area. Ms. Robbins holds a B. S. with honors in accounting and finance from Indiana University,. She earned her MBA in Corporate Finance from Purdue University.

Ms. Robbins has contributed to a number of published journals and reference guides in the areas of fiscal management, internal controls, internal audit. Michael B. Bender, PMP
Vice President - Project Management Services

Mr. Bender is Vice President of The ARC Consulting Group's Project Management Services. Mr. Bender directs the design and delivery of ARC's Project Management, Process Management and Work Management consultative and professional development training services. Mr. Bender has over 25 years of hands-on experience assisting organizations improve the way they work and achieve their strategic objectives. In the process, Mr. Bender has helped thousands of people and hundreds of organizations realize their goals. Mr. Bender’s experience includes virtually every industry and spans several continents. A brief list of projects Mr. Bender’s accomplishments include:

  • NEXRAD (Next Generation Weather Radar) System
  •  Air traffic control systems for the US, Taiwan, and the UK

Mr. Bender’s industrial project and technical experience includes manufacturing, power utility control, chemical research and processing, financial services and management, information systems, medical equipment installation, construction, internet marketing, mining, and university management. Mr. Bender’s consulting experience includes project and process review, creating and enhancing process methodologies, workload analysis, organizational structure review and recommendations, and many other areas.

  • Mr. Bender is a frequent speaker for the American Management Association (AMA).  Specializing in project management, Mr. Bender leads both on-site and public seminars.
  • Mr. Bender has also authored or co-authored many of AMA’s current and past seminars.  Mr. Bender provided both project management training and consulting services to a worldwide religious organization to aid their information systems management department.
  • For Siemens Medical Systems, Mr. Bender developed a detailed project management methodology that reduced project delays resulting in savings of an estimated $7 million dollars per year.
  • Mr. Bender helped an international bank integrate a newly acquired bank. The acquired bank’s processes were bipolar in style from the buyer’s, resulting in severe cultural incompatibilities.

Prior to his affiliation with ARC, Mr. Bender was president of Computer Control Technology, where he designed, led, and directed the development of high-technology computer-based systems, and supported such organizations as Unisys, Digital Systems Corporation, Perkin-Elmer Corporation, Rational Broadcast Systems, IBM Corporation, Applied Digital Communication, telecommunication companies, and the Federal Aviation Administration (FAA).

Mr. Bender holds a BS in biomedical-electrical engineering (BSEE) from Rutgers University. Mr. Bender is a proud member of the AMA and the Project Management Institute, where he holds the PMP certification. He has also been featured in International Who’s Who, and National Register’s Who’s Who in Executives and Professionals.

Mr. Bender is currently authoring a series of books designed to help new project managers develop successful techniques for managing projects. The “How To Project Manage Series” will include books targeted to the most critical aspects of project development. Mark Speck
Vice President, Audit and Control Services,

ARC is pleased to have Mr. Speck join our consulting team as VP of Audit and Control Services. Mark brings over 20 years of diversified finance, internal audit, forensic accounting and business management experience. Mark has held senior and executive level positions for large and mid cap public and small private firms. Mr. Speck has served as a Chief Financial Officer, Controller, Chief Auditor, and General Manager, as well as leader of audit departments, finance operations, sales groups, and business development teams, for four public telecom service based companies and a private advertising and marketing firm, over an 18 year span.

Mr. Speck has a quantitative track record of providing the firms he has served with significant economic value including detecting over $350M for accounting corrections, averting $229M in potential over payments, and recovering an additional $43M over a 4 year period at Sprint-Nextel.  At Winstar Communications, he general managed the only profitable business unit of the firm, improving wholesale carrier gross margins by 20% and increased the annual run rate by $3M. 

Mr. Speck has relevant experience in fraud detection having personally detected incidents in various forms that includes balance sheet manipulations, Wall Street forecast reporting, sales misrepresentations, T&E spending, misappropriations and corporate card abuse in his salaried positions as well as in audit consulting capacities. He has led audit and due diligence engagements that have resulted in fraud detection impacting financial statement representations.

Lucy Markert, CCP
Executive Director - H/R Compliance and Consulting Services

Lucy Market directs and manages the H/R consulting arm of The ARC Consulting Group, Inc. With over 20 years of hands-on Human Resource experience, Lucy provides our clients with the tools and expertise essential to manage employees in today's minefield of H/R laws and regulations. Lucy Markert, CCP has over 25 years of human resources and business experience. Lucy has expertise in change management, process improvement, organization design, compensation, performance management, career development, success planning and outplacement coaching. She has worked in wide variety of industries, including financial services, information technology, transportation, health care, retail and non-profit. Lucy has held both consulting and leadership positions in the private as well as public sectors.

Lucy's prior experience includes serving as Human Resources Director for several organizations, as well as a business consultant, call center manager and training manager. She is a well established project manager who has facilitated numerous organizational redesigns, process improvements and change management efforts. Lucy has extensive experience with start-ups, mergers and acquisitions, with proven success in transforming cultures and support growth organizations.

Lucy earned her BA Degree in Industrial and Labor Relations from Cornell University. She is a Certified Compensation Professional (CCP), and is a member of SHRM and the World at Work.

Tomas Townsend
Vice President - Sales and Marketing Services

Mr. Tom Townsend represents the Sales and Marketing consulting practice of The ARC Consulting Group, Inc. In addition, Mr. Townsend designs and presents ARC's Sales Training programs. Mr. Townsend, has over 20 years of successful profit making, business development and marketing experience.  In his corporate career he held key executive level positions with large, national companies, including a Fortune 500 company.  He was headquartered in New York as Divisional Vice President for a large international firm with annual corporate revenue of over $4B.  His background is ideally suited for his consulting practice because he also has entrepreneurial experience from starting and managing three small businesses.  Most notably, was the business he started at the beginning of the 1990 recession which utilized the same successful business development strategies that are now offered by his consultancy.  In spite of the deep recession, the new company actually broke even in three months and the start-up debt service was retired within 18 months.  The firm grew into a multi-million dollar business and was ultimately purchased by a large national conglomerate who integrated it into their national network of offices. 

One of the greatest advantages that Tom brings to small business owners is the power of big company marketing and business development strategies that he is now making available and affordable for small businesses.  His clients seem to appreciate that  because  of his entrepreneurial background he intimately understands what a small business owner faces on a daily basis and he provides practical, no nonsense, affordable solutions and creative ideas that really work.  And, moreover, he knows what it takes to not only survive economic downturns but also how to turn the situation into a surge of new business.

Tom is a skilled trainer and speaker and has authored numerous sales and marketing articles which were published in industry trade magazines.  He also brings his clients experience in recruiting, training, and motivating "super star" sales representatives.  He has developed a very effective business planning process that contains specific goal setting, action plans, and accountability which become what he calls "a company's navigation chart to success."  Dominion Enterprises was so impressed with his technique they rolled it out on a national scale to be used by over 120 account executives.  His approach to planning also incorporates prudent financial principles as key components of the tool set and processes that are essential for small businesses to achieve total success.
 
 Civic Contributions

Tom is very civic minded and believes in giving back to the community through professional and civic organizations.  He has served as President of Sales and Marketing Executives International, Vice President of the Society of Marketing Professional Services, Director of the American Staffing Association, Member of the National Association of Realtors, Leadership Council  of the Associated Builders and Contractors, Advisor to the University of Memphis Marketing Department, and Relevant Vocational Technical School, and he is a  Life member of Pi Sigma Epsilon Business Fraternity.  He participated in a fund raising campaign which raised $1M to establish a Chair in Excellence in Sales for the University of Memphis.  Additionally, he has participated in fund raising activities for the Boys and Girls Clubs, United Way, and Junior Achievement.
